The meeting was called to order at 6:00 p.m. with a quorum present.  

 

Chamberlain Street School walking track

 

Mr. Leclair and a parent from the PTA explained the idea of the walking track at Chamberlain Street School.  A group of teachers, as part of their professional growth plan, worked on a Wellness Plan for students at the school.  They worked with the PTA to apply for a grant and to raise funds for the walking track.  The PTA and grant funds total $8,000 with another $2,000 to raise to fund the project.  The PTA is requesting approval from the Board to build the walking track.  The track is a 6 foot wide stone dust walking path, similar to the path at the Rochester Commons.  The upkeep of the track will be covered by the PTA after it is built. 

 

Dr. Pastelis moved, second by Mr. Torr to recommend to the Finance Committee approval of the Chamberlain Street walking track, as presented.  The motion passed unanimously.           

 

Holy Rosary Sign Request

 

The Committee reviewed the new mock up of the signs for Holy Rosary Credit Union.  Two years ago, the Credit Union began the program at Spaulding High School.  This program provides job experience and a class for Juniors and Senior at Spaulding High School.  As part of this program, the Holy Rosary Credit Union, provides an employee to work with the students, and opens the branch to the public.  Two years ago, the proposal for signage was put on hold, because the City was going to consolidate the sign for the Community Center on Wakefield Street.  It appears that the sign will not be completed very soon, and Credit Union would like to move ahead with the sign on Wakefield Street and off Chestnut Hill Road.  Mr. Kalisz assured the Committee that the Rochester School Department sign, would be the same size at the Credit Union, and on top of the sign.

 

Dr. Pastelis moved, second by Mr. Connelly, to recommend to the Board approval to the Board of the signs for the Holy Rosary Credit Union on Wakefield Street and Chestnut Hill Road.  The motion passed unanimously.

 

Field Development Engineering

 

Mr. Hopkins recommended Norway Plains for the engineering firm for the Field Development.  The contract would clearly designate the need to complete the study and budget phase of the project, and return the Board with budgetary information.  This budgetary information could be used to request further funding from the City Council to complete the work on the athletic fields. 

 

Dr. Pastelis moved, second by Mr. Bruneau, to recommend to the Board approval of Norway Plains as the engineering firm for the field development project for a total of $35,000.  The motion passed unanimously.

 

Project Updates

 

Mr. Kalisz reviewed the Honeywell Project and replacement of the security systems and fire alarms in the buildings.  The Honeywell Projects should be completed by the end of February.  We are having a few connection problems with the electronic heating controls.  These problems will be solved once we finalize an agreement with cable company to upgrade the lines and connections. 

 

The security and fire alarm improvements are part of the CIP from two years ago, and all city buildings are converting to the digital system. 

 

Bids

 

Mr. Kalisz recommended J. Sallese & Sons, Inc of Wakefield, MA for locker replacement totaling $36,000.  This will finish locker replacements on the first floor of the High School and the A-wing first floor at the Middle School.  The bid prices are much lower than expected.  We have $31,000 more in the CIP and could use this low bid price to replace the second floor A-wing lockers. 

 

Dr. Pastelis moved, second by Mr. Bruneau, to recommend to the Finance Committee low bid from J. Sallese & Sons for $36,000, plus approve an additional $31,000 to replace the lockers on the second floor of A-wing at the Rochester Middle School.  The motion passed unanimously.

 

Mr. Bruneau moved, second by Dr. Pastelis, to recommend to the Finance Committee approval of Barker Architects for $11,900 for the engineering services for the roof replacements at the Annex and new wing at Spaulding High School.  The motion passed unanimously.        

 

Mr. Bruneau moved, second by Dr. Pastelis, to recommend to the Finance Committee the purchase of Toro Model 7429 from Cocheco Equipment, Inc of Rochester for $5,879. The motion passed by a majority vote.

 

The Committee agreed to the budget meeting on March 3rd beginning at 6:30 p.m.

 

Dr. Pastelis moved, second by Mr. Bruneau,  to adjourn the meeting at 6:35 p.m. The motion passed unanimously.
