CHA DEVELOPMENT OF REGULATIONS The Board may delegate
to the Superintendent the function of specifying appropriate actions to carry
out Board policy. The Board itself shall
adopt administrative regulations when specific state or federal laws and/or
regulations require the Board to do so.
The Board may also adopt other regulations based in recommendations to
the Board made in light of strong community attitudes or probable staff
